It's a tax just like any other tax. Kind of like how you can use your car's mileage as a tax deduction. But this is the reverse where the amount of data used by these companies determines how much they pay. And it looks like the people in charge of determining that data used amount is people's own ISPs, that then have to report that amount to the government.
