I wouldn't mind perks with level requirements getting disabled as the player drops lower, too. Sounds hot. I'm ambivalent enough about the concept though that I'll defer to the opinions of others (especially the coders) on whether or not it's worth it. It should be easy enough to track, though (current level minus however many "levels" your XP debt equals).

See, I would like to avoid the situation where the player gets hit with this "punishment" and then just uses their 30 banked-up stat points as a shield to insulate themselves from the consequences of it. Though, don't get me wrong, this isn't because I want to be mean to the player, but rather because I have this fetish and know what gets me going with it. I suggest reducing the current AND maximum values of each stat according to each level "lost" specifically so that the player has some kind of "inescapable demerit staring them right in the face and being immediately mechanically present in a way they can't just ignore." Because, you see, if it is ignorable, then it's less hot, and if the way my fetish works is an indication of how it works for other people into this stuff, then I think they'll want it to work that way, too.

It does. The exact formula's not final, but the placeholder implementation is you lose [75+(30*minaLevel)^0.5 +/- 10%] XP for a "standard" drain. So, the more she steals, the more she levels up, and the stronger the stealing gets. At level 1, she's stealing 95-115 XP, and at Level 100, she's stealing 10% north/south of 375 XP every time she beats you. For reference, she needs 99 + (minaLevel^1.2) XP to level up.
Here's what her XP requirements and XP thievery per level look like in a graph (green is her XP needed to level up, blue is how much she steals for a "standard" drain). It's tuned such that she *should* be leveling up at least once every time she beats you, but I'm definitely doing more than a little guesswork when it comes to how many times the people who like her are even going to want to encounter her. Depending on the answer to that, she might have to steal more or steal less, but I still want this basic "relationship" between these two curves to remain roughly the same.
