Now that we have a tentative, fixed list of teams, how would we go about spreading the news about the cup's streams when the actual tournament begins?
I would like to avoid Autist scenarios where some unnamed anon just annoys the living shit out of every imageboard under the sun, but I think it'd be important to let anons even from boards that aren't participating. Heck, even non-anons to get the viewership numbers higher. I had thought of having a twitch re-stream or to rehost matches edited to avoid the stupid banhammers on the 'tube and other video streaming services.

What's your opinion on the matter, anons?
What is the purpose of fame?

There is definitely a need to hype up for people on participating boards and other friendly boards, but why do things like twitch streaming and youtube? It's an audience with no investment, no familiarity and no interest in our communities. Making a view counter high is masturbation. I've been to a million. I'd rather be around 10 who care.
As for how to garner interest in participating boards and their neighbours: show them things they will enjoy seeing, that involve them. No-one likes a self-serving shill, this cup is about positive interactions and good times. In fact, part of the reason I love imageboards is the lack of advertising and clickbait and other cancerous invasive attention-grabbing of those streaming sites you mentioned.

I see the cup as an inter-community event, like the Christmas board an anon here made, like the /a/ radio streams a couple of years back. The game is arbitrary, many anons involved don't even understand nor enjoy football. It's about meeting with other boards in a chat with a theme, some pre-existing memes and a funny glitchy randomly-determined source of banter.
It's a long way to say it, but really, all we need to do is find boards that we honestly think will care, and write an honest message to them to let them know it's happening. Not some copypasta literal spam like the ICUP threads tend to be, but an organic 'Hey, there's a live event with a bunch of imageboards coming up. Come have a good time, bring some banter and cheer for your favorite boards!' And like you said, 'when the actual tournament begins'. If a board knows us and has enthusiastic people, sure, hype up the cup draw stream and rivalries. Otherwise, ask the staff a day or two before match days (on a meta board or email) if they can put a small announcement header. If a board is fast and shitposty like an /sp/ or /v/ then sure, make a thread, it makes sense, that's respecting how the board works.
A board is allowed to not care about ICUP.

I don't really know about Twitch but I do know that people on Tumblr and Twitter used to repost pictures from the 4cc and it led to a bunch of extra viewers
I have a Twitter account for my streaming project with 40 or so followers, I might advertise the cup once the date is announced. I know it's not much, but that's the best I can do.

Maybe the guy is expecting them to become anons someday. It's fun to find new people and let's be honest that something that has become quite rare during recent years.
We need to post on every board as often as possible, especially when nothing is happening at all. Ideally posting new threads and not replying to existing ones. If you see an ICUP thread on a board, post another one, but also, bump the existing one(s). Do this at least once per week on every board, but ideally, every few days. If you get banned, use proxies, and then do it again.

At any rate we probably need a better way to advertise shit. Getting viewers and helping hands from the Cafe is easy, but the other IBs/boards might be a bit more reluctant. We need a bunch of fun shit to sell the cup.

The fun shit takes commitment though. OC like edits, webms, etc, draws manpower and time alike. Strange since it's generally smaller boards that are keen in doing these (simply compare /ita/, /eris/, /pro/ or /otter/ to larger boards competing in the wiki).
