I was trying to look up old GPU ads but couldn't find what I was looking for. I miss the pre-renders they used to come with. (Me being a dumb kid used to think they were characters from some TV show or movie. I had no clue they were generic characters.)

So yeah, I bet you're right about the technical part of it.
Those "electronic" grid lines behind him is a practical effect too. It's just reflective tape on a black background. The opening to Escape from New York used a similar effect, probably among many other examples.
