Planetes - https://www.youtube.com/watch?v=MbswxTgXoWI
This OP doesn't really do anything special - in fact, it commits several sins that I hate in OPs, like characters standing facing each other and characters vaguely running towards the camera. However, where a lot of other series I've seen do that stuff because they don't know what to do with the OP in general, Planetes has a very specific goal, which is to show a brief history of rocket science. The series is extremely grounded and realistic for an SF anime, and the OP really sells that because the characters get as much screen time as a shot of Laika the Russian spacedog and various other rockets from human history.
Trigun - https://www.youtube.com/watch?v=rO0H80_JiOI
Trigun's OP is quite mediocre aside from Vash posing with a gun and the good music. The ED, however, is a different story. It's a lot more laid back and the shots of Vash doing normal things like eating or napping are more in line with his personality than the OP. The vocals are also incredibly passionate: even if I can't understand a word of what the singer is saying, he sounds very melancholy and it comes across extremely well.

>this is not a particularly standout OP but it has this certain 00s urban flair to it that is very appealing to me
I know what you mean. I started the first few episodes of Wolf's Rain when I was just starting to get into anime but I never actually watched it. Apparently it was pretty mediocre, but I never really grew out of my edgelord phase so I'll probably like it. The character designs and music are prime examples of the 00s art style and sensibilities.

The OP is so good it made me interested in the series, which is a lot more than I can say for a lot of OPs.
