capsule was part of a scene called early 00s "neo shibuya kei", which occurred after the OG 90s scene (Cornelius, Flipper's Guitar, and Pizzicato Five especially for Capsule) that song specifically is part of a subgenre called "picopop", which is part of the neo scene but was more focused on chiptune and electronic elements, and overly cutesy style you'll have to look into this yourself and listen, because i can't tell you what you like. there are some lists on RYM for instance, literally just google the terms i've mentioned and you'll find plenty of artists Plus Tech Squeeze Box's release CARTOOOM has strangely become quite popular recently, so you might see more discussion of the genre / scene. but it's a lot less chill than this.
